Adding Extra Pages
Important Announcement: Beginning January 1, 2016, the U.S. Department of State will no longer add visa pages into U.S. passports. Previously, U.S. passport holders had the option to pay for the insertion of additional 24-page visa inserts when valid passports lacked adequate space for entry or exit visa stamps. The decision to discontinue this service was made to enhance the security of the passport and to abide by international passport standards.
Due to unprecedented demand for visa pages, the U.S. Consulate is no longer able to accommodate walk-in requests for additional passport pages services. We regret to inform you that appointments are no longer available at the U.S. Consulate in Shanghai. Please check the U.S. Embassy in Beijing or other U.S. Consulates in China for available appointments.
We recommend that applicants who are running low on passport pages apply for a full validity passport as soon as possible. Passports typically take 10 working days to process. Applicants who have an urgent need for additional pages can apply for a limited validity emergency passport, which will be issued the same day. Applicants who receive an emergency passport should trade in their emergency passport within one calendar year for a free, full validity passport. Applicants who hold their emergency passport for longer than one year must pay an additional fee for the full validity passport. Fees are listed here.
U.S. passport holders who have bank accounts, real estate contracts, or other documents linked to their expired passport number may wish to obtain a notarized letter linking their new passport with the old passport number. The U.S. Consulate in Shanghai has affidavit forms available and can perform notary services. Fees for notary services are listed here.
Beginning January 1, 2016, all applicants in need of additional pages in their valid passports must obtain a new passport. The information below is valid only until December 31, 2015.
If your full-validity U.S. passport has not expired yet and is in good condition, but has no blank pages left for visas, we can add additional pages for you. In order to protect the integrity of your passport, the Consulate will only add extra pages twice. If you already have two sets of extra pages, you should apply for a new passport. The consulate reserves the right to refuse adding pages to any passport that does not appear to be able to accept new pages, no matter how many previous page inserts have been added. The final decision on whether additional pages can be added to your passport rests with the Consular officer and will be based on the overall condition of the passport.
Requests to add extra pages are done by appointment only. Please use our online appointment system to make an appointment.
If additional pages are approved, you can wait in our waiting room until your passport is ready. Generally the pages are ready within an hour. If you cannot wait on the day of your appointment, you may return on any day we are open to the public during our regular business hours. Please note that we are closed to the public on American and Chinese holidays and on certain administration days. If you are unable to appear in person for your add pages appointment/pick up your own passport, you can appoint a representative to apply for pages/pick it up for you. Please have the representative bring his/her own passport or identity card, your passport, and a signed authorization letter in English stating that this person is applying for pages/picking up your passport with your knowledge and consent.

- Your passport
- Your Social Security Number
- Application for Additional Visa Pages form DS-4085
- A written authorization signed by you if you cannot appear in person allowing your representative to appear in your stead.
