General Information

The American Citizen Services (ACS) Unit of the Consular Section assists American citizens in the Shanghai consular district.  The Shanghai consular district includes: Shanghai, Jiangsu Province, Zhejiang Province, and Anhui Province. The unit provides a variety of services including: passport and citizenship services, registration of births, assistance with Federal benefits, notarial services, and voting information.  The ACS Unit also provides emergency assistance to American citizens in distress.  In an emergency, a Consulate Duty Officer can be reached at any time. In the ACS web pages, you will also  find updated travel warnings and lists of local doctors and lawyers

The American Citizen Services (ACS) Unit in the Consular Section of the U.S. Consulate General is located on the 8th floor of the Westgate Mall at 1038 West Nanjing Road, near the corner of Jiangning Road. Elevators to the 8th floor can be reached from the northwest corner of the mall atrium or by entering the office tower lobby from the east side of the building on Feng Xian Road.

Public hours are Monday through Friday from 8:00 a.m. to 11:30 a.m. and from 1:30 p.m. to 3:30 p.m. The ACS Unit is closed on Tuesday afternoons. The Consulate is closed on Saturdays and Sundays and on American and local holidays.

A U.S. Marine Security Guard is on duty 24 hours a day at the main Consulate General compound and will refer emergencies to the Consulate Duty Officer after hours.
