The U.S. Consulate in Shanghai is seeking one individual for the position of Investigator in the Regional Security Office.
BASIC FUNCTION OF POSITION
Independently investigates, develops and plans all aspects of criminal investigations related to Chinese human smuggling/trafficking, visa and passport fraud offenses, immigration crimes and related offenses as assigned by the RSO. Develops and maintains active liaison with Shanghai Public Security Bureau (PSB), Exit-Entry Administration Bureau (EEB), China Immigration Inspection (CII), other Embassies’ fraud, law enforcement, and immigration personnel as well as non-government offices that may be of interest to the Mission. Analyzes information, drafts and submits reports of investigation. Advises RSO in all aspects of criminal investigations.

REQUIRED QUALIFICATIONS
Applicants must address each qualification requirement detailed below with specific and comprehensive information supporting each requirement. Applicants who fail to provide detailed information supporting each requirement will not be considered for this position.
Education:
• A four-year college degree (Bachelor’s degree) in any social science is required.
Experience:
• At least 5 years of progressively responsible experience in fraud prevention, security and investigative fields in Shanghai which include the gathering, evaluation and interpretation of facts and information is required. Within the 5 years, at least two years experience should involve conducting translation (English/Mandarin Chinese) in both oral and written formats.
Language:
• Level IV speaking/reading/writing in English and Mandarin Chinese is required.
Knowledge:
• Must have a deep understanding of general Chinese criminal police procedures, the local law enforcement community, in depth knowledge of visa/passport fraud patterns and current trends, as well as thorough knowledge of local cultural and business practices.
Abilities and skills:
• Must possess intermediate to advanced investigative skills, and be able to effectively conduct all levels of interviews; and must be able to work independently and adapt to changing circumstances without requesting guidance.
• Must have ability to comprehend, read, write and speak English and ability to interpret/translate English into Chinese and vice versa.

DEFINITIONS OF CATEGORIES OF LOCALLY EMPLOYED (LE) STAFF
1. AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets all of the following criteria:
U.S. citizen;
Spouse or dependent who is at least age 18;
Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority;
Is resident at the sponsoring employee’s or uniformed service member’s post of assignment abroad, approved safehaven abroad, or alternate safehaven abroad; and
Does not receive a USG annuity or pension based on a career in the U.S. Civil, Foreign, or uniformed services.
2. EFM: Family Members at least age 18 listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed to a U.S. Foreign Service post or establishment abroad with a USG agency that is under COM authority who do not meet the definition of AEFM above.
3. Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign Service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
4. Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
5. Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
