The U.S. Consulate General in Shanghai is seeking one experienced individual to fill the vacant Procurement Agent position in the General Services Office.
BASIC FUNCTION OF POSITION
The Procurement Agent is responsible for day-to-day local and overseas procurement. Duties include processing General Service Agency and purchase orders, processing and tracking secure procurements, as well as coordinating with the State Department and other non-State agencies to satisfy their procurement requests.

QUALIFICATIONS REQUIRED
NOTE: All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education: Must be a high school graduate.
Work Experience/Training: Two years of administrative work experience is required with at least one year in a procurement related position.
Language Proficiency: English - fluent, level IV - Speaking/Reading/Writing is required. Level III Chinese is also required in order for the incumbent to communicate effectively with the Chinese vendors.
Job Knowledge: Familiarity with DOS/USG procurement regulations (6 FAM, Department of State Acquisition Regulations, Federal Acquisition Regulations) and the internet as a procurement tool is required.
Skills and abilities: Must be able to complete assigned priority work with minimal supervision; must have strong organizational skills.
ADDITIONAL SELECTION CRITERIA
Candidates must be able to obtain and hold a Secret security clearance to be eligible for consideration.
Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
Current employees serving a probationary period are not eligible to apply.
Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
AEFMs who currently hold a PIT/FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of that appointment.

DEFINITIONS
Appointment Eligible Family Member (AEFM): US Citizen spouse or US citizen child as referred to in 6 FAM 111.3, paragraph R (1), who is at least age 18, and who, in either case, is on the travel orders of a US citizen Foreign or Civil service employee or military service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad and under Chief of Mission authority. To be eligible for direct-hire employment on a Family Member Appointment (FMA) or Temporary Appointment (TEMP), an AEFM must reside at the sponsoring employee’s or uniform service member’s post of assignment abroad, approved safe haven abroad, or alternate safe heaven abroad. A U. S. citizen eligible family member who receives a USG annuity or pension based on a career in the U. S. Civil, Foreign or uniform services is not an AEFM.
