The Public Affairs Section (PAS) of the U.S. Consulate General in Shanghai handles press and media relations for the Consulate and manages all official U.S. Government educational and cultural exchange programs in East China.  In addition, it serves as a facilitator of privately-sponsored exchanges between the U.S. and East China. Official exchange programs include the International Visitors Program , the Fulbright Program, the Humphrey Fellowship Program, and the American Speakers Program. PAS also distributes a daily "Washington File" and a bimonthly "Alert" to selected Chinese institutions and individuals by Information Resource Center. 

Information Resource Center

The Information Resource Center (IRC) provides comprehensive, accurate and up-to-date information on U.S society, foreign/security policy, economic affairs, political processes, and culture to Chinese audiences. Our goal is to promote mutual understanding, culture and information exchange between the United States and China.

Digital Video Conferences (DVCs)

The Public Affairs Section facilitates DVCs between Chinese scholars, administrators, lawyers, and managers and American colleagues allow flexible and detailed face-to-face communication on issues of mutual concern. 

Washington File

Produced by the Department of State's Office of International Information Programs, the Washington File is a valuable source of current information about the U.S. Government and its policies and is available to the general public.  Transcripts of policy speeches by U.S. officials, articles on American life and institutions, and backgounders on a variety of topics regularly appear in the Washington File

Media Relations

PAS provides special feature articles about the U.S. to local print media as well as video materials recorded from satellite to local TV stations.
